"fox & friends" hour two for wednesday starts right now. >> gretchen: we begin with a fox news alert. reports emerging that the u.s. ambassador to libya and three other staff members have been killed after being targeted by gunmen firing rockets. fox news senior foreign affairs correspondent greg palkot live with the very latest. what can you tell us this morning? >> these reports are coming in minute by minute. it is still unconfirmed, but the associated press and reuters is quoting several libyan security officials saying that the u.s. ambassador to libya, as well as three other american staffers, were killed overnight in benghazi at the u.s. consulate

there. we've been in touch with the state department, again, they are not coming forthwith a confirmation yet. they do tell us there is one american not identified who has been killed after an attack by islamists. they were protesting an independent film made in the united states said to be critical of the muslim prophet, mohammed, and gotten some play on the super net in the arab world. that is rousing up feelings. according to reports, again, unconfirmed reports, the u.s. ambassador was killed when he and others were trying to get other staffers out of the consulate in benghazi, libya, which was under attack, which have, in fact, burning down. a rocket propelled grenade flying around the car that they were in as they were trying to get in in that very dramatic scene. folks, this followed yet another assault on the u.s. embassy in cairo, egypt yesterday. again, protesters there very angry about this very same film. they scaled the walls.

they tore down and burned the u.s. flag there. they displayed a black flag with arabic writing. no injuries reported there yesterday. we have been in contact with u.s. staffers at the american embassy in cairo today. they say they are no problem. they say they're getting on with work, but again, some dramatic information which we're waitinger for complete confirmation on that a u.s. ambassador, the u.s. ambassador to libya, as well as three other americans killed in a dramatic scene at the u.s. consulate in benghazi, libya overnight. >> gretchen: thanks very much. >> brian: quick question for you, whose responsibility is the security when you have an embass cree in another nation? >> first of all, brian, the first line of defense are some very strong and well armed marines that are always based and other u.s. military officials always based at the u.s. but at the end of the day, the responsibility of security for not just the u.s. embassy, but

all embassies and consulates in any country is the host nation. both egypt and libya have said that they are concerned, upset about the incident and say they're stepping up. but at the end of the day, it was their job to keep it safe. >> gretchen: greg palkot, thank you very much. christopher stevens is the ambassador, 52, career diplomat who spoke arabic and french. served two tours in libya, including running the offices in benghazi during the revolt against gadhafi. he was confirmed by the senate earlier this year, if, in fact, those reports are true. christopher steven, 52 years old. the report is that he has been killed. >> steve: that's been confirmed by the associated press and reuters. keep in mind, all of this bloodshed is over a dumb movie. a dumb movie that the protesters haven't even seen all of it. they've seen a 15-minute clip. yesterday after they scaled the walls in one of the countries, the whole crowd, i believe it was in cairo, started saying, we

are all osama bin laden. we are all osama bin laden. >> gretchen: great. >> steve: the man who worked in the administrations of richard nixon and ronald reagan takes a look at -- he joined us an hour ago and looks at what's happening there and he says very clearly, we are at war. this is an act of war. listen. >> these are all acts of war. a u.s. embassy should be as safe as your living room. if you're overseas and you go to an embassy of a foreign country, you are in that foreign country and by all international law, those are acts of war. for god's sakes, stay home and be commander in chief. >> gretchen: that was bruce who used to work under the nixon administration. this morning the white house now disavowing this statement by our own embassy in cairo. there is uprisings in egypt which we've been showing you

video of. here is the original statement that came u. they condemns the continuing efforts by misguided individuals to hurt the religious feelings of preliminaries as we condemn efforts to offend believers of all religions. so you see in the statement, there was nothing about the attacks that were going on or that they should stop or that the united states stands behind its diplomats in these countries. then the, who the administration retracts that original statement and said the statement by embassy cairo was not cleared by washington and does not reflect the views of the united states government. so which one is it? that's the latest. >> brian: it's chaos. you hear the president of the united states, secretary of state, there should be no doubt about it. you got it condemn these act, demand the country provide safety to our people. their country should be coming out regrets and sadness about the killing. where is that? we're in a parallel nation? >> steve: keep in mind, our

embassies are being attacked in libya and in cairo as well. there was one other embarrassing thin that the u.s. embassy sent out as part of that apology. they said the -- the initial one before they retracted it. they said we officially inject these actions by those who abuse the universal right of free speech to hurt the religious beliefs of others. we're against free speech? we get what's going on there. but still, this had to be taken down and they tweeted, we consistently stand up for preliminaries around the world and talk about how islam is a wonderful religion. where is the reaction from the administration? where is the president of the united states on this? >> gretchen: if the u.s. ambassador to libya has been killed along with four others there, is going to be some sort of a statement if not a press conference coming from president obama today, or at least there should be. in the meantime, there is a whole nother brouhaha happening between the united states and israel. very interesting timing here. benjamin netanyahu apparently coming to the united states next

week. yesterday while he was still in israel, he made these comments. those in the international community who refused to put red lines before iran don't have a moral right to place a red light before israel. who is the speaking to? was he speaking to the president of the united states because at the same time, reports started coming out yesterday afternoon that president obama was too busy to meet with netanyahu. at the same time he's going to go on david letterman and be on campaign stops, but he couldn't find time to meet with netanyahu. >> brian: the white house is saying there was never a request. there is a request. israeli newspaper confirmed that the white house declined a request to meet face-to-face with netanyahu even though the prime minister said, guy to washington and meet you. i imagine he probably would have went to ohio because the president had a stop there. but i think it's important to note to back up your statement, that's when secretary of state hillary clinton said there are no red lines and then comes back with benjamin netanyahu saying how can you not have red lines? we're in the line of fire. >> steve: absolutely. and the israelis are worried that the iranians will brew up that bad atomic stuff before you

know it examine blow them up. let's dial in dick morris. he's joining us this morning from denver, i believe. dick, last week we heard that in the platform they had taken jerusalem and god out of the platform before they put it back in. now it looks like the white house had a chance to meet with benjamin netanyahu, although they disagree with the chronology and everything else. they say scheduling problem, not going to work out. how is this going to impact jewish voters, if at all? >> well, first of all, i think the whole development of the last 24 hours are really calling into question obama's foreign policy credentials and his supposed advantage in that field. don't forget that this libya attack comes at a country with the united states basically underwrote their whole revolution, put our own people at risk, flying strikes in the

no-fly zone. this is a uprising the u.s. backed and supported. so this is a tremendous, tremendous reversal and a black eye for obama and his foreign policy. on the netanyahu front, it was incredible that hillary clinton said yesterday, there are no bright lines, which basically tells the iranians, do of what the heck you want. and for the united states -- netanyahu in effect told the u.s., look, i will not attack iran if you say to iran that if you go over this line, we're going to attack you, the u.s. will attack you. and the lines could be things like not enriching beyond a certain level or not getting above a certain amount of fissionable material. but the secretary of state of the united states deliberately said there are no red lines. it's like telling a kid there is no bedtime. there are no rules. i think that that, on top of the

refusal to meet with netanyahu not only will hurt the president with jewish voters, i think it will hurt him in florida and ohio and pennsylvania and new jersey. >> gretchen: we don't even know how this story will unfold. this could go on into be a huge big teal and i think foreign affairs became a big thing. we got to wrap it up. you're going to stick with us and talk about the chicago's teacher strike after the break. the other stories this morning, more than 350,000 students in chicago will go another day without being inside the classroom. teachers on strike for a third day now. teachers union and school boards can't seem to agree on new evaluations, recall rights for laid off teachers. while they try to hammer out a deal, parents are left scrambling. >> i told them i couldn't make it in today because i didn't have child care. so i could not do my job 'cause i had nowhere to send my child.

>> gretchen: chicago teachers are the highest paid in the country. $76,000 a year. the average family in chicago earns $47,000, just 15% of fourth grade railroads proficient in read not guilty chicago. less than 60 days before the election. the obama administration approving work permits for the first group of young illegal immigrants looking to avoid deportation and get those work permits. it comes months ahead of schedule. so far about 72,000 illegal immigrants applied. the policy is expected to cost the government up to $585 million over the first two years alone. critics say it's a ploy by president obama to try to woo the hispanic voters. federal reserve chair ben bernanke poised to roll out another stimulus program? he's gathering today with a central bank colleague for a two-day session fresh off last week's disappointing jobs report. the feds hope this will stimulate the economy and create jobs. we're talking about printing more dough. and speculation growing that kate kate middleton and prince

>> gretchen: 17 minutes after the top of the hour. 350,000 students won't learn a thing today as the chicago teachers union rolls into its third day of strike with educators and city officials nowhere near a compromise. the battle pitting the powerful teachers union up against chicago democrat's mayor rahm emanuel. so what political implications will this have president and his reelection chances? >> steve: we continue the conversation with dick morris, former advisor to president bill clinton. all right. so dick, the president of the united states, this is his hometown. you would think he would address it. but for him, it's a nonstarter 'cause he would have to go up against the teachers union whose support he is counting on just a couple of months from right now.

>> this kind of calls on obama to choose between his donors on the one hand and his voters on the other. his people who work in the field operation and the people whose votes he wants. the teachers union is essential in funding the democratic party and in providing the campaign workers they need. and to have this clash 60 days before the election is a real problem for obama. but the problem goes deeper because here you have the situation where his hometown of chicago is literally almost up in flames over this. and the country he spent more time on than any other except for afghanistan, libya, is literally up in flames. and he's out campaigning and trying to raise money. it really sends a message of weakness that i think is incredible. >> brian: it could be an opportunity for him to show real leadership and have his own

moment. let's listen to what the teachers are asking for. 13 years of experience, this make about $71,000. among the highest paid in the country. only 3% of health care costs. what they're fighting about is they don't want to be evaluated. the average family earns 47,000. the unemployment is 10.5% and these guys are on strike. 18% of fourth graders are proficient in reading, so their results stink. 20% of eighth graders are proficient in math. >> gretchen: bad. >> brian: this is an opportunity for leadership, i believe, cast the union aside. >> we're watching the suicide of the teachers union. they were hurt when they went up against scott walker in wisconsin and failed to recall him. this is absolute suicide because they're striking over issues where people overwhelmingly oppose them. people want tenure reforms so they can get rid of bad teachers. they want paid based on student performance, not on seniority. they don't want automatic salary

bumps just 'cause you're there. and these are precisely the reforms emmanuel is pushing and the teachers union is opposing. now, when they strike over money, people think teachers need to be paid more. when they strike over these work rules, it's a negative. teachers striking is a gigantic negative. >> gretchen: you know who i feel sorry for? >> this is against the democratic mayor. this is not up against some republican that isn't spending money on education. this may be the end of the teachers unions. >> gretchen: i feel bad for the good teachers out there and the kids, but feel bad fort good teachers out there who wouldn't mind if they were evaluated 'cause they know they're good teachers. we got to wrap it up there, dick. so much to talk about. >> the important thing to realize is a third of all new teachers quit after five years, the fifth quit after two years 'cause they're so fed up with the system. this is an effort to reward them for being good teachers and the union won't let it happen. >> gretchen: thanks for your time this morning. >> brian: opportunity for rahm emanuel to show some leadership.

that's how much money a canadian guy raised for this 68-year-old bus monitor who got national attention after being bullied by her own students last june. remember her? she was live on our show. she got more than $700,000. gretch? >> gretchen: thank you, steve. it was a decision that sparked major backlash from pro choice activists and other women's groups. susan g. komen foundation cut grants to planned parenthood, but then quickly reversed that move. our next guest had a front row seat to the controversy during her ten months as a top komen executive. joining me is the author of "planned bullihood," karen handle. we remember this fire storm of a story that happened last year. you were in a top position there and susan g. komen decided not to fund planned parenthood anymore and then reversed. why? >> well, first of all, komen had been under pressure about the planned parenthood grants for at least a decade, long before i

came on board. so this wasn't about politics. it wasn't about anything other than what was in the best interest of women. komen wanted to realign those dollars to do more for women and deliver more mammograms because planned parenthood does not do mammograms. >> gretchen: that's the misunderstanding here. it was a $700,000 grant in a billion dollars of money that planned parenthood received. but the messaging that was going out there was that women were not going to get health care for breast cancer anymore. that wasn't really true, was it? >> absolutely not. komen intend to do realign those dollars into more impactful programs to be able to do more for women. yet planned parenthood and the left unleashed a vicious mafia style attack on komen all for $700,000 when planned parenthood's budget is $1 billion. this is not about the grant. it was about politics and legitimacy. >> gretchen: really in this book you talk about your beliefs of planned parenthood being a partisan organization. in what way? >> if you look at their budget.

what you'll find this is an organization that gets $1.5 million a day of our tax dollars and yet, they are out aggressively campaigning for liberal policies. the head of the organization was a headliner at the democratic national convention. they will launch up to $10 million in campaign ads for barak obama. she even got a special phone call from president obama on sunday thanking her for all of their help. >> gretchen: you believe that in this election year, your book and your message is very important for the voter to know about. why? >> i do. we are still suffering from poor economic times. we have record deficits and yet, this is an organization that is sustained, planned parenthood is sustained by almost 50% of its budget coming from our tax dollars. and on top of that, they think it's okay to bully private organizations into doing what they want them to do. it's a little bit like the mafia. once you're in, you can never

the president wasn't helping out that i think harry reid's chief of staff essentially took the president aside and lectured him. what do you mean there is no plan b? what do you mean the united states government doesn't have a back up plan? also it's revealed that at one point, nancy pelosi had the president on the speaker phone, put him on mute. and at one point when they were talk being coming up with something, i understand harry reid and also john boehner essentially asked the president to leave his own building, leave the white house room they were in so they could get something done. crazy. >> gretchen: that's bob woodward's account in his new book "price of politics." folks who tuned in to watch monday night wrestling match got an on air scare. in the middle of a live broadcast, jerry lawler suffered a heart attack and collapsed to the floor. he was rushed to the hospital and michael cole, his broadcast partner h this reaction.

moments ago, president obama confirming the u.s. ambassador to libya, christopher stevens, among four americans killed in a rocket attack in libya. you're looking at the aftermath. joining us now, greg palkot. this is what we were all hoping would not be true, greg. but it has been confirmed. the ambassador has been killed in libya. >> yeah. the ambassador, as well as three other american staffers confirmed, as you say, in the last couple of minutes by the president of the united states. announcing chris stevens is dead and three other americans. they were killed at the u.s. consulate in the eastern side of libya. that is benghazi. stevens he was a career diplomat. he served several stints in libya. looking at his resume, he's been active throughout the middle east, serving the united states, bravely and courageously as the president has noted. this followed an attack on the consulate overnight by islamists protesting an independent film made in the u.s. ridiculing the

muslim prophet, mohammed. that has gotten a lot of play on the internet in the last couple of days in that region and that's what stirred things up. according to reports, the u.s. ambassador was killed while he and others were trying to get other staffers out of that consulate. it was on fire, set on fire by protesters. apparently his car examine the grounds of the consulate were hit by grenades and other bombs by the attackers. apparently there was not too much resistance also from any libyan security. this followed another assault on the u.s. embassy in cairo, egypt yesterday. again, the same thing stirring up the crowds, that film, which is getting play on the internet. protesters scaling the wall there of the embassy, pulling down the u.s. flag and displaying a black flag with arabic writing on it. no injuries reported there. we have been in contact with the u.s. embassy in cairo. today they say that they're

trying to get on with their work and the security has been beefed up. again, now repeating the confirmation we got from the white house that the ambassador to libya from the united states, chris stevens, is dead, as well as three other americans killed overnight in a very dramatic, very horrific incident occurring at the u.s. consulate in benghazi in eastern libya. back to you. >> gretchen: very fluid story. we'll keep our eyes on it. thanks very much. go over to steve. >> steve: thanks. president obama on the campaign trail in florida over the weekend attacking mitt romney and paul ryan's medicare plans. listen. >> their plan for medicare would bankrupt medicare. our plan strengthens medicare. no american should have to spend their golden years at the mercy of insurance companies. >> steve: while the president is on the road telling seniors that the gop ticket would end medicare, back in washington, his own administration is

experimenting with a pilot program of medicare. joining us with details are peter johnson, jr. >> good morning, steve. this is where rhetoric and reality clash and the president is on the wrong side of the clash. what he said there doesn't match the reality of the program. what the federal government plans to do is take at least 2 million of 7 million due eligible americans, americans that can qualify for medicaid or medicare, and put them into an hmo program without their choice. they will be taken and put into the program. they've already accepted a program in massachusetts, 17 or 18 other states are going to follow suit, and they're going to say, you will go into this almost voucher program. it's not quite a voucher program, but pretty close. now, you may opt out after a time period, but we know from the statistics that about half of those people are cognitively impaired, meaning they have some mental issues in terms of stroke

or cerebral issues that would make it difficult for them to do so. so on one hand the president is saying, oh, let's not be at the mercy of those insurance companies, but in 18 states, the federal government, through kathleen sebelius, through the medicare and medicaid people, will say we're going to put the insurance companies in charge of your care. maybe you can opt out if you have the mental ability to do so. to say one thing and do north texas the ryan-romney plan says listen, on medicare, ten, 15 years down the line, let's have a choice. you have traditional medicare or you can have almost a voucher plan where you pick your own. but here they're saying to millions of american, we're going to pick it for you. it's our choice. center rockefeller, democrat, who wrote the pilot plan, nursing homes, other groups, patient groups, are speaking out about it. we're not hearing about it. we're hearing about it here. >> steve: no kidding. the extraordinary thing is under mitt romney and paul ryan's plan, is if you are 55 or older,

stevens, as well as three other americans, including an information minister there, his name is sean smith, killed in an assault on that consulate by rioters there. the individual killed, chris stevens, was a career diplomat. he played several stints in libya, as well as other assignments throughout the middle east area. president obama praised him in his statement for his courageous and exemplary service. clinton also said, quote, he was committed to advancing america's values and interests in the regions. this was all involved in an attack on the consulate by islamists. they were protesting a film made in the u.s., critical of the muslim prophet, mohammed, getting a lot of play on the internet. according to reports, the ambassador and other americans were killed when they were trying to get other americans out of that consulate, which was under siege.

we just heard from libyan officials, they gave a press conference. they say that they are sorry about this. they're trying to track down who was involved in this attack, in this killing. there are reports that one group, a militant group operative in the eastern side of libya with an allegiance, or at least in line with al-qaeda ideology, could be responsible. but we understand that group is also trying to back away from this incident. one more note from the region, this comes after another attack on the u.s. embassy in cairo, egypt, same reason. this film inflaming the feelings of people on the street in these countries. again, protesters scaling the walls in this case of the very strongly defended u.s. embassy complex in cairo, tearing down the u.s. flag, burning it, and

hoisting their own black flag with arabic writing on it. we've been in touch there, the security has been reinforced. business is continuing to some degree there at that embassy. again, the big focus is on benghazi, on libya. this is a country which has seen great turmoil. the overturning of the regime as we watched firsthand in the past year of moammar gadhafi. united states very much a part of that. now the united states is in the target of at least some elements there on the ground in libya. back to you. >> steve: greg palkot live, thank you very much. >> brian: just talking to ambassador bolton, he just said one thing that's got to happen is that we have to secure all our embassies across the middle east 'cause you know this spreads like wildfire. they have the basically the same mentality and number two, i'm wondering about the -- were we left exposed there in benghazi. can you imagine working in an embassy there, in a country who can't under the factions running the government, what kind of

security force did we have? were they a skeleton force? >> steve: it sounds like somebody is listening to ambassador bolton because according to the u.s. embassy in algiers, they're warning americans in the country to avoid nonessential travel, saying there are calls for protests after the attacks in libya and egypt. it could move to algiers as well. also i just spotted on cbs news.com, they're reporting that ambassador stevens died of suffocation. he was suffocated. three others killed by gunshot wounds as they were moving in that blown up vehicle right there, as you can see there. >> brian: that makes no sense. >> steve: to go to a safer place. >> brian: we just heard rocket attacks and now suffocation? that's two totally different stories. >> gretchen: yep. that's why the story remains ever changing and it's going to be a big story, folks, because what will this now turn into with regard to foreign policy in this nation? it's taken a back seat to almost every other discussion with an election coming up now less than

60 days away. will some of that have to do with how the president responds to this crisis because initially, the response was tepid at best and differing. a report came out of the u.s. embassy in cairo that then the white house said really wasn't from them, now here is a statement this morning from the president of the united states. i strongly condemn the outrageous attack on our diplomatic facility in benghazi, which took the lives of four americans, including ambassador chris stevens. this is going to be a huge story now today, a huge story, and i'm wondering how this affects the presidential race moving forward. if suddenly we'll be talking now about who handles foreign policy better. >> brian: guess what? the next president l it's this president or governor romney, has to deal with this deep seated feeling within the state department to apologize for being american! again, we apologize? that was the attitude in the original statement that was sent out and disavowed by the white house. where does that come from?

>> steve: because before the ambassador was killed, the initial response from the embassy in cairo was to apologize. in fact, one of the things they said was the embassy of the united states in cairo condemns the continuing efforts by misguided individuals to hurt the religious feelings of muslims as we condemn efforts to offend believers of all religions. they also said, we firmly reject the actions of those who abuse the universal right of free speech to hurt the religious belief of others. so it sounds like we were apologizing to the protesters and that was before the government officially came back and said, we don't know who sent that out. but we don't stand by that nonresponsive two important points about apologizing. remember when president obama went to cairo early on in his administration and gave what many believe to be an apology kinds of a speech. that was an outreach, according to the administration, to the muslim nations that this was going to be a different kind of president. what happened? the polls said that people in

muslim nations disliked americans more after that speech! now you're seeing that because of a crazy movie put out with clips on youtube that this kinds of uprising can happen in these middle eastern nations. i mean, this is a crisis moving forward right now and one guy that we had on the show earlier who worked in the nixon administration calls it actually an act of war. >> these are all acts of war. a u.s. embassy should be as safe as your living room. if you're overseas and you go to an embassy of a foreign country, you are in that foreign country and by all international law, those are acts of war. for god's sakes, stay home examine be commander in chief. >> brian: right. eisenhower didn't even run for reelection. they don't want me, they're not going to have me. this president has been nonstop for a year and a half. clearly, the outreach of a hand is viewed as weakness.

and the president of the united states has been convinced that as long as i'm not george bush, people will like me. george bush was the problem, it's not america. i'll be the healer and clearly that has not worked. >> steve: mitt romney did respond after the initial attacks yesterday. this was before the ambassador was killed. he said, it is disgraceful that the obama administration's first response was not to condemn attacks on our diplomatic missions, but to sympathize with those who waged the attack nonresponsive you got to wonder if changing the terminology, too, from war on terror to all these other words that made no sense that none of us could remember, like until contingencies operation. >> gretchen: i still cannot recall what the actual terminology is. did that do any good? did that change islamic extremism in this world? apparently not. let us know what you think. >> steve: remember, it was libya where we famously were leading from behind. i mean, that was the -- >> brian: writing the checks and

bombing from above. >> steve: exactly right. how big a priority is foreign policy to this administration. >> brian: it's up to governor romney to say something. this is what i would do, this is how i would handle it because right now, his internal polls show american people don't care about this. they feel burned out and fatigued from ten years of war in iraq and afghanistan and he shouldn't bring it up. i think he has the knowledge and experience examine team around him. he has to show it or forget it. >> gretchen: if the debate were happening today, the debate moderator would be doing a service to the american public to make this the topic of conversation. so i believe foreign policy has come back front and center. chris stevens, he arrived in tripoli in may 2012 as u.s. ambassador to libya. he served twice previously in libya. he served as special representative to the libyan transitional national council from march 2011 to november 2011

as he said, very dangerous situation. but i would differ on the question of a slow reaction. it took about 2 1/2 seconds after this story became public for all kinds of partisan gamesmanship to start going. >> brian: none. they had the 9-11 vow of silence out yesterday. >> that's right. and, in fact, at least one campaign put out a press release during the vow of silence with an embargo telling reporters they shouldn't report on their press release until the appropriate time. >> brian: is that wrong? >> well, what i'm saying, and i think this is something that the american people feel very, very deeply, is that there is all kinds of things going on in the world that are extremely dangerous, very dangerous to us and very dangerous to people all over. >> brian: but you should not put out a statement -- >> jump in two -- >> brian: forget about partson. this is an attack. don't filibuster. tara, weigh in a second.

the initial response from our state department was to apologize. is that embarrassing? >> the initial response i read from hillary clinton was where she condemned the attacks in libya and i know that the president, when they heard about the protests in cairo, they actually had the staff leave early from the embassy in advance of the protests to protect people. and once the libya situation worsened, more security had been ordered. so i read hillary clinton's statement, it was swift -- >> brian: the state -- >> she said there is no excuse for this violence. >> brian: that came today. the initial statement has been walked back by the white house and disavowed it wasn't approved by them. >> it was a tweet. i think you're referring to -- >> brian: there was a tweet, deeply as embarrassing. >> there was something much big in the tweet, the entire effort by president obama when he came into office to go to cairo, apologize and his basic stance of reconciliation if you will with the muslim world. the arab spring and all that examine look where we are now. all these wonderful warm words we presented, just -- >> brian: when we come back, we're going to talk about the

filibuster in the last segment, but i think the concern here, again, is that we don't want our foreign policy to be determined by election year considerations here in the united states. that would be a very, very dangerous thing. >> brian: it bothers you that he would want to go to ohio instead of staying in washington to meet with the prime minister? >> no, you're putting words in my mouth. what bothers me is that this is a very complex situation. the israeli people are in a dangerous situation. people all across the middle east are in a dangerous situation. american troops are in a dangerous situation. >> brian: right. >> and i just don't like the idea that we're going to sit around and that others are going to sit around and try to partisannize a discussion and lay blame for -- >> brian: you're way beyond the question. the question is, is it the fact that he has told the prime minister, i don't have time for you, is that a problem? >> it's a big problem. remember, what we're trying to avoid here is mushroom clouds over jerusalem examine tel -- ad

islamist flag instead. >> steve: how is the united states government reacting? both president obama and secretary of state hillary clinton paying tribute to a man who bravely served our nation overseas. fox news senior white house and foreign affairs correspondent, wendell goler, is live with the latest. >> ambassador chris stevens was a huge loss. he and foreign service officer sean smith and two others whose families have not been notified, killed last night after an attack on the u.s. consulate in benghazi. steves and others had gone there to try to evacuate american and libyan workers after a mob descended on the building protest ago u.s.-made internet video they felt defamed the prophet mohammed. libyan leaders initially blamed the video. they apologized for the attack a short while ago n. a written statement, president obama said of ambassador season, quote, chris was a courageous and exemplary representative of the united states throughout the libyan revolution he selflessly served our country and the

libyan people and our mission in benghazi. stevens was a career diplomat from northern california, extensive experience in the middle east and north africa. he spoke arabic and french, deputy chief of the u.s. mission from 2007 to 2009. he was the envoy to the transitional national council which was the predecessor, if you will, to the libyan government now and served as ambassador since may. secretary of state hillary clinton said of stevens, quote, he risked his own life to lend the libyan people a helping hand to build the foundation for a new free nation. he spent every day since helping to finish the work that he started. president obama has ordered increased security at u.s. embassies around the world. but security really is the responsibility of the host country and stevens' death is an example of the big problem in libya right now. it has still not disarmed the many militias that banded together to overthrow moammar gadhafi and now find themselves fighting with each other. steve, gretchen, brian?

>> steve: thank you very much. we understand there are no americans left in benghazi at this point. apparently earlier on wednesday morning, this morning in cairo, egypt, 40 or 50 protesters showed up at the american embassy, but far outnumbered by the security forces propping up our side. egyptians standing against the protesters. >> gretchen: so far we have two countries where we've had these uprisings now in libya and in egypt and there was some confusion coming out of the white house in this administration examine the -- and the state department and embassies as to what the american message was about what was going on with this violence. >> brian: how ironic is it that in libya and benghazi, we got involved because all those people were about to be steam rolled, genocide was about to ensue. most of those people probably wouldn't be alive today if we didn't take military action on our own dime to save them. >> steve: that's right. remember, this is all over a movie. the initial response from the embassy in cairo was to

essentially apologize. here is what they said, the embassy of the united states in cairo condemns the continuing efforts by misguided individuals to hurt the religious feelings of muslims as we condemn efforts to offend believers of all religions. then the white house walked it back and said that's not an official statement. we don't feel that way. >> brian: by the way, shouldn't that person be fired? that's the initial statement, not cleared by the white house that goes against every natural sentiment of almost every american, apologize after your embassy is burned and stormed and burned? >> gretchen: somebody who agrees with you is bruce. he used to be an advisor in the nixon administration. he joined us earlier on "fox & friends" and here is what he had to say. >> these are all acts of war. a u.s. embassy should be as safe as your living room. if you're overseas and you go to an embassy of a foreign country,

you are in that foreign country and by all international law, those are acts of war. for god's sakes, stay home and be commander in chief. >> gretchen: that was his response to the question, what should president obama do today about this crisis now that is unfolding and will continue to unfold and maybe longer. >> steve: there are reports as well that after the protests yesterday, apparently we did send more marines into cairo examine also to trip will he -- and also to benghazi and apparently two of the people who were shot and killed along with the ambassador, u.s. marines. according to cbs news. >> brian: now the rest of your headlines, something unrelated. the surviving members of o. j. simpson's defense team denying a prosecutor's claim that the infamous bloody glove was tampered with by the late johnny cochran. co-counsel telling the los angeles times this is an insult to cochran's dignity to imply he did anything unethical. another member says that if

clinton reportedly made it. gretch? >> gretchen: president obama condemning the attacks that killed four americans, including the u.s. ambassador to libya, christopher stephens. we are a few hours into the crisis. could this have an impact now in november? professor of political science at university of virginia, larry sabato joins me this morning. good morning to you. >> good morning, gretchen. >> gretchen: isn't this case in point that politics change on a dime? >> it sure is. and it's a good reminder to all of us who think we know what's going to happen in the next two months that we most certainly don't. things can happen on an hourly basis, a daily basis, a weekly basis. and look, when these things start, you never know how they're going to play out. there are plenty of examples in american history where something like this would have the flag effect that helps the president examine plenty of examples of where it creates the opposite effect r it could end up

damaging an incumbent president running for reelection. >> gretchen: let's talk about both of those examples. i'm thinking of the hostage crisis in iran. obviously that didn't play out well for jimmy carter. >> that's a good example. absolutely. in 1980, jimmy carter had plenty of economic problems to boot. but really the last blow to the carter presidency came on the sunday before the tuesday election when the negotiations with the iranians for the release of the hostages utterly collapsed. we've been led to believe again that we were very close to getting those hostages back and we found out right before the election it wasn't going to happen. voters were crest fallen and a two point reagan lead became a ten point reagan looed in 48 hours. >> gretchen: we have no idea what's going to happen with this crisis in libya. maybe the violence is quelled and it's a situation where four americans are killed and it's a horrible tragic event. but then, we move on and talk back about the economy again, or

it could be that this whole thing takes over the debate of what we're discussing with regard to who becomes president. how do you see it? >> well, i simply don't know. i would be lying if i told you i knew how it was going to play out. you would think in 2004 when the key issue became national security. now, that was an extension of 9-11, but it also was a product of the forces that were clearly in play internationally during the fall of 2004. it helped the incumbent president. i think that was the key issue that kept president bush who had lost the popular vote in 2000 from becoming yet another president who lost the popular vote and then was defeated for reelection or didn't run for reelection. remember, president bush was the first president who lost the popular vote, who won the popular vote examine got a second term. so you just never know with these forces. that's why we watch on a minute to minute basis. >> gretchen: so the latest polls

show that americans, only ten to 15% of americans think a foreign policy as an important thing when they make their decision in november for who should become president. does this event -- i know we don't know how it will unfold, but does it change that at all? >> it ought to increase the percentage. my goodness, we've had enough examples in american history so all of us should constantly focus on international relations and think about who we want to sit in the oval office making those key decisions because crises will inevitably come. you don't have a four-year period. it just doesn't happen in a world as complex and as threatening asment one we live in. >> gretchen: so thus far as you look at how the administration has responded to this, how do you think they have done and what should mitt romney do today >> well, they just started. it's hard to know how it's going to play out. i can't really give them a grade, except for incomplete. as far as mitt romney's concerned, i think when you're

the challenger, you need to be careful. you need to sit back and wait. certainly you can issue a general statement and no doubt he'll condemn the killing of the ambassador and the others. but you want to see how it plays out. that is an advantage of incumbency. you can take action. if you take the wrong actions, you could be sure your challenger just a few weeks before the election is going to critique you publicly. >> gretchen: all right. larry sabato, always good to get your opinions and your insights, especially with a breaking news situation. thanks so much. we'll see you soon. >> thanks. >> gretchen: could the attack on our u.s. consulate in libya and our embassy in egypt be considered acts of war? two experts who work with the secretary of defense join us next. first, let's check in with martha mccallum. >> good morning. obviously this is a continuing breaking news situation throughout america's news room this morning. the killing in libya of our u.s.

defense under president bush, victoria clark. good morning to you. >> good morning. how are you? >> steve: fine, thank you very much. act of war? >> definitely an act of war. the united states embassies around the world are considered united states territory. so someone who attacks an american embassy is in effect going to war against the united states. now, is it the country of libya going to war against the united states? no, it's a mob. should the country of libya protect the united states embassy? absolutely. >> brian: what does the president do right now to show the seriousness of it examine to make sure this doesn't spread like wildfire throughout the middle east? >> it's a great question. obviously i focus a lot on the communications aspects of this. but i think he should be at a podium denouncing this violence in the strongest terms possible. >> brian: already? >> absolutely. encouraging, urging the libyan and egyptian government to get to the bottom of these attacks and what happened and making sure those people are brought to justice. and by the way, he can remind the american people, this is why we have people over there. this is what we're trying to accomplish.

this is why they died. this is what we're going to do to insure it doesn't happen again. he can talk about what our policies are in the region at the same time. but i think it is absolutely important that he send the strongest message possible that this will not be tolerated. >> steve: let's talk about the security. we're talking about the embassy there in benghazi. apparently all service personnel there out of there. there is a story that apparently when the crowd came up, the libyan security hired effort by libya or the united states to help protect the embassy, they seemed to have indicated to the protesters where the americans were. next thing you know, the protesters are attacking that building and that's how this happened. >> you know, if this is president obama's jimmy carter moment. this is exactly what happened in 1978. the carter administration shoved aside the shah of iran, helped him topple the throne in favor of the rebels and what came? mullahs. we have now pushed out dictators who had to go, but we pushed them out and what's come in

their place? chaos examine burning of the american flag. throughout the arab spring, you never saw the american flag being burned. now you're seeing it examine now americans are being killed. >> brian: torre, think about this, remember it was the genocide that was about to be bestowed on the people of benefit khazei and that's when the president said, when pushed by the french president, we have to take some action. we decided to lead from behind to prevent genocide. we don't mind it in syria. we want to prevent it in libya. and these are the same people that killed our guys! >> right. absolutely right. i think we'll know very shortly whether or not the libyan government is sincere about its words because if they are fully cooperative in the investigation, if they move very quickly to bring the people who did this to justice, then we'll know that yes, the libyan government while fragile, is trying to do the right thing. but if in the initial hours and days after this we are not getting their full cooperation, i think that sends a very, very different signal. >> steve: what about the initial response from the embassy in cairo? they essentially apologized

for -- to the protesters. >> this is not a part of the world where apologies help. they hurt. and the president needs to get out today, get off the golf course and in the strongest possible today, tell that part of the world that american lives are sacred. we have helped them with their revolution and any attack against americans or the american embassy will be met with the sharpest reprisals. >> brian: you mentioned communications is your expertise. when this starts happening yesterday and we start hearing about it last evening, what do you think is the traditional response from our government, being that the state department went off the reservation with that stupid released statement? what should the white house be doing? >> again, i'm repeating myself. but i think the president has to be at the podium. he has to break through the clutter and break through the confusion of statements that were september out and walked back. he needs to be at a podium look the american people and the world right in the eye and saying, this will not be tolerated. but i want to add on to something kt was talking about,

which is -- i hope i'm wrong about this, but i found it even before the ambassador and the three others were killed, let's not forget them -- even before that, i thought if this is too much of a coincidence for these to occur in egypt, on libya, on the anniversary of 9-11. i hope i'm wrong, but one of the things we have to get to very, very quickly is was there some broader effort in play? >> brian: they were chanting, we are all osama bin laden. i don't think you're wrong. >> steve: let me ask you this. >> it didn't seem a mistake. >> steve: before you go, there is going to be a presidential election two months from yesterday. mitt romney is obviously going to come out today and make a stronger statement than the one he did yesterday. >> i think that's a mistake. we should have one president of the united states at a time when it comes to foreign policy. i think this is the moment when we all know are governor romney stands on these issues. i don't think he should be a second voice of foreign policy. now, if obama doesn't get out there and stop this violence, that's one thing. but right now you tonight want to have two spokesmen.
